After Norfolk officials tabled a plan for a temporary casino inside Harbor Park stadium in July, a new plan is moving forward that would place the temporary casino in the stadium’s parking lot between the ballpark and the Amtrak station.
The 35-foot tall, one-story casino building would be built on the same property where the permanent Headwaters Resort & Casino is planned. The 45,000 square-foot temporary casino is slated to have a restaurant, a bar and hundreds of gaming machines. It would replace more than 300 parking spaces for the stadium and the train station.
Once the company breaks ground on the site, construction is expected to take about six months, according to Headwaters spokesman Jay Smith. But that will only happen once its permits are approved by the city and the temporary casino receives final approval from the City Council.
The Pamunkey Indian Tribe, which will own the casino, “is excited and ready to start building,” Smith said.
If all goes according to plan, the temporary casino will only stand for a few years and will be torn down when the construction of the permanent casino is completed yards away, Smith said. No timeline for the temporary casino’s construction has been announced. The permanent Headwaters casino is expected to open in 2024.
Site plans filed by the tribe’s gaming authority on Aug. 19 show the temporary casino would include landscaping in front as well as an overhang above the entrance for valet parking.
“We want to mimic the experience that visitors will have at Headwaters as much as we can,” Smith said.

Norfolk officials scrapped its initial plans for the temporary casino inside Harbor Park in July over concerns it would not meet the specifications of the city’s 2020 casino referendum. The switch came after a Virginian-Pilot article in June revealed that the city changed the address of Harbor Park baseball stadium in an apparent attempt to circumvent language in the casino referendum that Norfolk voters approved in 2020.
The referendum allows casino gaming in the city only on property “with an approximate street address of 200 Park Avenue,” the land next to Harbor Park where the Headwaters Resort & Casino will eventually be built.
Harbor Park’s address has been 150 Park Avenue for decades. But a new address for the stadium — 200 Park Avenue, the address where the permanent casino is planned — began to appear in city documents and on the city’s website earlier this year.
When the city planning commission voted on the temporary casino inside Harbor Park in May, the ballpark’s address was listed on city documents as 200 Park Avenue, a change noted by several planning commissioners. Around the same time, Norfolk’s city-run address information resource, known as Norfolk AIR, which includes real estate ownership and building information, also was changed to show Harbor Park’s address as 200 Park Avenue.
At the time of the change, City Manager Chip Filer and his staff dodged questions about it, describing the move as a routine “boundary adjustment.” Several city council members acknowledged in July, however, that the city abandoned the plan to place the casino inside the stadium over concerns about the address change.
Plans for the permanent Headwaters Resort and Casino have not been submitted to the city. The $500 million project is anticipated to generate between $33 million and $44 million in city tax revenue annually, according to city officials.
