Kenosha County approves Hard Rock Casino plans – Milwaukee Business Journal – The Business Journals

About two weeks after the Kenosha Common Council moved the proposal forward, the Kenosha County Board of Supervisors voted to approve the Hard Rock Casino project with a close 10-9 vote early Wednesday morning.
This was the next step in a long process to move the project, which is a partnership between Hard Rock International and the Menominee Indian Tribe of Wisconsin, forward.
In July of 2022, the Menominee Indian Tribe of Wisconsin and Hard Rock International announced a new partnership to relaunch efforts to build a casino in Kenosha.
Original plans date back, however, over two decades to a 1998 proposal for a casino complex at the former Dairyland Greyhound Park. Eventually, an $800 million project was approved by Kenosha, Kenosha County, the U.S. Bureau of Indian Affairs and U.S. Department of the Interior but was rejected in 2015 by then Wisconsin Gov. Scott Walker.
At its Jan. 3 meeting, the Kenosha Common Council voted 11-6 in favor of the planned casino project, which would include not only 1,500 slot machines, 50 table games and sports betting but also a 150-room hotel, 2,000-seat entertainment venue and 567-seat ballroom and conference center.
The Milwaukee Business Journal reached out to Kenosha County Executive Samantha Kerkman and Kenosha County board supervisors but has not received an immediate response.
Kenosha County Executive Samantha Kerkman said in an email that she is confident that the intergovernmental agreement addresses the needs of the county, which would be to make sure the casino project accounts for lost property taxes and the cost of additional services that would occur with a casino.
She said in the email that the county is projected to receive $80 million over 20 years under the intergovernmental agreement. There will also be funds for charitable contributions and $2.6 million toward an already-under-construction Human Services building.
“We as a county worked hard to negotiate a comprehensive agreement with the Menominee. We were fortunate to have a 25-year history with the concept of a casino in Kenosha, including past agreements that we could draw from, and some of our county team members had a great deal of experience working through previous iterations of the Menominee proposal,” Kerkman said in the email. “I’m confident that the agreement that we landed on is well-researched and comprehensive.”
In an emailed statement, Gena Kakkak, the chairwoman of the Menominee Indian Tribe of Wisconsin, thanked the Kenosha County board supervisors who approved the intergovernmental agreement with the tribe to continue forward with the project.
“The proposed Hard Rock Casino and Entertainment Center will help make a great community even better. The benefits for both the County and the City include more than 1,000 new jobs, a multi-million dollar boost to the local economy, and new and exciting restaurants and entertainment options for residents and visitors alike. In addition, residents will share in the success of the casino through annual payments to Kenosha County that will contribute millions of dollars to more than cover the costs of essential municipal services related to the project,” she said in the emailed statement.
Based on an economic impact study conducted by Minneapolis-based business advisory company Klas Robinson, the Hard Rock Casino is expected to cost around $360 million with about $104 million in construction payroll. Once opened, the casino and entertainment development would bring in 2.4 million annual visits with almost 1.6 million from out of state.
Project developers estimate that the project will bring in between $3.5 million and $8 million a year to the city of Kenosha.
The next step forward is a review and approval by the U.S. Bureau of Indian Affairs to allow the property to be taken into federal trust. A final decision would then go to the governor, currently Wisconsin Gov. Tony Evers.
Correction/Clarification
This article has been updated to correct the year that the Menominee tribe first proposed a casino in Kenosha. The tribe’s plan for Dairyland Greyhound Park first emerged in 1998.
