The Kenosha County Board narrowly approved an intergovernmental agreement for a proposed casino in the early morning hours Wednesday during a marathon meeting that began Tuesday night.

By a vote of 10-9 the board favored the agreement that supports the Menominee Nation’s request of the federal government to allow nearly 60 acres of land west of Interstate 94 to be placed in trust for the purpose of casino gambling.

The Menominee Nation plans to develop the casino complex, which would be managed by Hard Rock International. When fully built out, it would include a hotel, spa and a variety of restaurants in addition to the proposed 1,500 gaming devices and slot machines, 55 table games and a sports book. The tribe has applied to the U.S. Department of the Interior to place the lands in federal trust for gaming purposes, effectively taking them out of local governmental taxing jurisdictions.

The board’s decision came just before 1:30 a.m. Wednesday, after public comments from more than two dozen speakers and debates and deliberations among supervisors that lasted more than three hours.

Voting in favor of the agreement were supervisors Jeff Gentz, Brian Thomas, Zach Rodriguez, Andy Berg, David Geertsen, Amanda Nedweski, Brian Bashaw, John Poole, acting Chair Erin Decker and Aaron Karow. Voting against the pact were supervisors William Grady, Terry Rose, Laura Belsky, Daniel Gaschke, Zach Stock, Tim Stocker, John Franco, Monica Yuhas and Jeff Wamboldt. Absent from the meeting were supervisors Ed Kubicki, John O’Day, Chairman Gabe Nudo and Mark Nordigian.
The board’s vote comes two weeks after the Kenosha City Council approved its deal with the tribe, with a majority of alderpersons voting 11-6 and paving the way for the U.S. Department of Interior’s Bureau of Indian Affairs to consider the city’s pact. The agreements are expected to go to federal officials for review this year before being presented to the governor, who has final say on the casino.
“I’m pleased that the County Board voted to adopt this agreement. With this action, we’ve taken the important step needed to ensure the county is protected if and when the casino is developed,” said County Executive Samantha Kerkman. “It’s a project that has the potential to bring a real economic impact to our community, and I look forward to continuing to work with the Menominee and Hard Rock as they seek the federal and state approvals they need to move it ahead.”
Menominee officials said the $360 million Hard Rock casino project will bring thousands of construction and full-time jobs, with more than $300 million in economic impact, to the region.
The agreement includes $82 million in proposed revenue sharing from “net win” proceeds and other contributions over two decades, intended to help offset projected losses from tax revenues and costs for projected future increases to law enforcement and social services as a result of the casino.

According to the agreement, the county would receive either a minimum or the net win payments annually as part of the revenue sharing, but not both. At minimum, it would receive $500,000 a year for the first eight years. After eight years, the minimum payments increase to $1 million a year.
The net win payment is the difference between the total amount wagered on gaming and the amounts the casino would pay out in prizes. If casino gaming proceeds exceed the minimum payment baseline, the county is projected to receive more than $33 million during the first 10 years, based on 1% of the net win revenue, tribal sales taxes and annual payments to promote responsible gaming and charitable donations. During years 11-20, revenue is estimated to grow to more than $48.7 million, including 1.33% of the net win and all other contractual payments.
The county’s costs for public safety, health and social services and economic considerations would rise by a projected $2.6 million to $2.8 million a year if the Menominee-proposed casino complex is developed, according to county administration’s economic analysis presented and discussed earlier in committees. The total cost annually to the county includes the loss of tax revenue and about a $2 million split between public safety and human services.
The analysis projected the Sheriff’s Department would need to increase staff, adding four deputies, two detectives and a K9 bomb squad special unit, including handler and police dog. The department also projected the need for seven additional squad cars at $85,000 apiece. The Human Services Department would need to hire a sanitarian for restaurant and other health inspections, a public health nurse, an emergency social services worker, and four additional crisis staff members, along with a half-time adult protective services worker, all of which could cost the county $997,000 annually, according to administration’s analysis.
During deliberations, supervisors considered a change to the intergovernmental agreement. The change would have added a legally binding referendum to the casino pact itself before the agreement could progress to the next stages. However, the amendment to the agreement was voted down 14-5. Grady, Rose, Belsky, Stock and Franco voted in favor of the amendment.
“We’re changing the direction of the community. If the community wants that, let them speak,” said Rose, who proposed the amendment. Rose, who chairs the board’s Finance Committee, which voted down the pact in late November, has long opposed a casino in Kenosha.
Nedweski questioned whether Rose’s amendment for a referendum could be introduced, as it wasn’t on the agenda. Rose said he had tried to have it placed on the agenda, but it was excluded.
County Corp. Counsel Joseph Cardamone said the contingency requiring the referendum was concerning because it would change the terms of the agreement.
“The IGA has been negotiated in good faith,” he said. “I think to add an additional level of approval now … adds an element that was never contemplated by the parties when they reached the agreement.” Decker initially overruled Rose’s amendment, but the overrule was voted down 10-9.
Gentz said he believes in referendums, but “at this point, we’re too far down the road to do that.” Nedweski said the County Board was not being asked to approve a casino or who the land could be sold to. Even if a referendum failed, she said, it “does not prevent a casino from coming here.”
“If we keep selling that idea, you’re misleading everybody in the room,” she said. Other supervisors continued to call for the board to continue to vet the agreement.
Thomas, who chairs the Legislative Committee, which approved the casino deal, said he was embarrassed that they would further postpone a vote.
“We might have our own selfish reasons for not wanting this, but the bigger picture is, this is going to help our community,” he said. “We need to vote on this tonight up or down.”
Bashaw said that without an agreement in place, the county would be gambling that the governor would say no. If he says yes, and there’s no pact in place, the county would be “fully dependent on taxation.”
Another amendment, which would prohibit county elected officials, including the county executive and board supervisors, and county department heads, from profiting from the casino was discussed but not formally presented. Already included was a similar provision in the agreement covering elected officials and the chief of staff that was added prior to the board’s consideration of the final agreement.
Much like casinos themselves, casino dealing is, for many people, a job shrouded in mystery. Casino dealers are responsible for dealing cards, dropping the roulette ball, distributing dice, and monitoring the pot to ensure no one steals or cheats. To become a dealer, one must complete a casino dealing training course, which entails learning the intricacies and rules of each game, what local and state gambling laws are, and how to spot cheaters. Depending on state regulations, dealers may need to obtain a state or municipal license before they can begin working. Being a good dealer also means you need to be a people person, quick at math, and skilled at facilitating games.
But, much like other service industry jobs, dealers often receive a somewhat low base salary, and tips from players can make or break income. Hourly wages vary greatly among states and even among casinos, and tips can fluctuate drastically based on location or the whims of players. In San Francisco, for instance, dealers can take home $125,921 a year, which is 50% above the national average salary for a casino dealer
PokerListings explored casino dealer salary rates to determine which state has the highest-paid employees, using data from Bureau of Labor Statistics’ (BLS) Occupational Employment and Wage Statistics report from May 2020. Only 33 states report employees of this category to the BLS. Three of them—Connecticut, New Jersey, and Pennsylvania—don’t report wages and were dropped from the analysis. The remaining states were analyzed based on the hourly mean wage as reported to the BLS. Employment numbers are estimates.
