The state Senate Finance and Appropriations Committee on Feb. 6 voted 13-2 to carry over until the General Assembly’s 2025 session a bill that would authorize Fairfax County officials to hold a referendum on a possible Tysons casino.
Committee members voted 9-5 (with one abstention) against a substitute motion by state Sen. Jennifer Boysko (D-Reston-Great Falls) that would have passed by the bill indefinitely.
Boysko highlighted widespread community opposition to the casino – including from her doctor, who made it the first topic of conversation during a checkup. Boysko, whose McLean meeting about the bill last weekend drew hundreds of casino opponents, urged committee members to respect the will of her constituents.
Senate colleagues in other parts of Fairfax County were welcome to submit legislation next year for casinos in their areas, Boysko said.
State Sen. David Marsden (D-Fairfax), who patroned the casino bill (SB 675), said the facility, which would have a conference center, would boost state revenues for education and relieve office-vacancy problems in Tysons.
State Sen. Scott Surovell (D-Mount Vernon) also favored the casino, saying it could be every bit as successful as MGM National Harbor across the Potomac River.
But state Sen. Barbara Favola (D-Arlington) said that unlike previous casino legislation, which had been sought by the localities in question, Marsden’s bill was specific to a certain neighborhood and would set a bad precedent.
“I don’t want to go down that path,” Favola said.
