Desert Diamond Casinos, an enterprise of the Tohono O’odham Nation, has broken ground on its fifth facility west of Glendale in unincorporated Maricopa County.
In attendance, alongside officials and members of the Tohono O’odham Nation, were officials from Glendale, Peoria, Buckeye, Tolleson, Surprise and El Mirage.
The $450 million project’s first phase is expected to be completed over the next 19 months. That phase includes a 184,000-square-foot casino floor with 900 Class III slot machines; a poker room; a retail sportsbook; and table games including blackjack, craps, roulette and baccarat, as well as dining and other amenities.
Construction during the initial stage will also include a parking structure and surface parking with 3,400 spaces.
“The West Valley is one of the most vibrant and fastest-growing regions in the country, and we look forward to continuing to grow together with the rest of the community,” said Mike Bean, CEO of the Tohono O’odham Nation Gaming Enterprise.
Bean added that the building of the casino, which is directly across the street from the Wildlife World Zoo, Aquarium & Safari Park, will “have a major positive impact on the region” by bringing 5,500 construction jobs and 1,300 permanent jobs when the full-scale casino and resort is completed.
He feels the new casino will add another economic engine to the Loop 303 area.
“We will continue to focus on supporting and participating with the community,” Bean said. “Our team members and I serve with many community organizations understanding how important the enterprise’s contribution is. We’re also committed to being good neighbors.
“We’re excited to strengthen our relationship with our longtime partners such as the city of Glendale, and we are eager to build new relationships with our neighbors.”
For Timothy Joaquin, chairman of the Tohono O’odham Legislative Council, the support for this project has always been there from the council. He said they were always in favor of moving the new casino forward.
“The majority of the council has always agreed to move this project forward,” Joaquin said. “Never in any time did I hear that say, ‘No, we need to back off. No, we need to do that.’
“We’ve incorporated a lot of the traditions in a lot of what we do, which is kind of behind the scenes of developing and moving forward with this project.”
That support did not go unnoticed by Ned Norris Jr., chairman of the Tohono O’odham Nation.
“Although the journey was long, the opposition was strong. The fight was long. Every time we went to the Legislative Council to give them an update on where things are at, they always encouraged and said we have to continue, we have their vote,” Norris said.
“They never wavered on that position. So, I acknowledge that and for continuing the strength in their leadership, and helping us accomplish where we’re at today, as well as the folks that have served in their position that are no longer with us today.”
The property for the new facility is on 80 acres of reservation land in the San Lucy District of the Tohono O’odham Nation, and it has already been taken into trust by the federal government.
Though this casino is a huge development for the San Lucy District and Tohono O’odham Nation, San Lucy has had to “go through some bad times to get to some really great things,” San Lucy District Chairman Jose Reyna said.
The Painted Rock Dam, which was built in 1960 by the United States Army Corps of Engineers, continually flooded in the late 1970s and early 1980s and rendered 750 acres of farmland unusable. Because of this, the San Lucy District had to pick up and relocate.
“I didn’t endure that trauma, that pain, but to hear it and to have some of my elders explain to me how bad those times were and how difficult it was and how we just got relocated without much,” Reyna said.
“This is a huge step for us, because this is going to help us get to where we need to be. It’s not only going to help us; it’s going to help our whole nation. It’s also going to help our neighbors as well as provide jobs and everything else that the casino provides.”
Norris knows that without the struggles that the San Lucy District endured, this new casino would not be a possibility today.
“It is their struggles, it is their loss, that eventually Congress passed our land settlement law, giving us the opportunity to purchase land to replace the land that was destroyed by the United States government, and the building of the Painted Rock Dam,” Norris said.
“As chairman of our nation, thank you. Thank you for everything that you have allowed us to do, and we look forward to continuing on in a positive way, for not only the district, but also for the entire Tohono O’odham Nation.”
