Nine racetrack casinos in New York were prohibited from offering games of skill like blackjack and poker. Gov. Cuomo and the Legislature in this year’s budget authorized some electronic games where there is an element of skill.

ALBANY — Resorts World Casino in Queens is betting on video blackjack.
The racino at Aqueduct Racetrack began offering electronic blackjack on Tuesday.
“Video blackjack is an extremely popular game around the world, and we are incredibly excited to expand and enhance our unrivaled gaming offerings for the millions of guests we welcome every year,” said Resorts World New York City President Ryan Eller.
The game sets up betting stations with a virtual female dealer offering electronic cards.
Players make decisions such as whether to hit or stand via touchscreen.
Resorts World unveiled the first 60 tables this week with the anticipation there will eventually be 300 blackjack machines that will generate tens of millions of dollars earmarked for state education aid.
The virtual dealer has already found a real fan in James Fung, 35, Brooklyn.
“I like it because I don’t have to travel down to Atlantic City to play,” he said. “I’ll definitely come back for this.”
The casino already offers other electronic table games like baccarat, roulette, craps, and sic bo.
But for years, the nine racetrack casinos in New York were prohibited from offering games of skill like blackjack and poker.
But in hopes of boosting revenue for the state, Gov. Cuomo and the Legislature in this year’s budget authorized some electronic games where there is an element of skill.
“It’s a game that has been asked of by the public,” state Gaming Commission spokesman Lee Park said of video blackjack.
Resorts World is just the first to offer blackjack. Racinos in Yonkers, Saratoga Springs and Monticello have also received state authorization. And a slots casino in Tioga County has recently requested permission, state lottery officials said.
The expansion of electronic offerings comes as the racetrack casinos prepare for the increased competition.
New York voters approved a constitutional amendment last year authorizing the creation of up to seven full-blown casinos in the state. Three have already been approved for upstate, including two in the Catskills. “It will help with competition,” a Resorts World source said of the video blackjack tables.
Since its opening in 2011, the casino has generated $2.8 billion, of which $1.2 billion went to the state lottery education fund and another $196 million to the New York Racing Association, company officials say.
