RESTON, VA — Representatives of the Reston Association returned from Richmond with cautious optimism regarding the community’s efforts to prevent a casino being built along the Metro’s Silver Line outside of the Capital Beltway.
In an email to RA residents on Friday, RA CEO Mac Cummins took a positive but cautious tone in reporting that Sen. Dave Marsden (D-Burke) agreed to amend the language in his bill to exclude Reston as a location for the casino that Comstock Holding Companies hopes to build near one of the seven Silver Line Stations located outside the Capital Beltway. Instead, Marsden will amend his legislation to make a site in Tysons possible for the casino.
“As we were concluding our meetings in Richmond, we received word that Senate Bill 675 was officially introduced by Senator David Marsden, and that as a direct result of our advocacy, he intends to exclude Reston as a possible location for a future casino,” Cummins said. “This is due significantly to the outreach from RA and its membership, and we thank Senator Marsden for meeting with us, listening to the concerns of our community and taking acton that addresses those concerns. We are confident that Senator Marsden will continue to work with us to ensure Reston is not an option in the bill.”
Patch first broke the news in September that Comstock Holding Companies was seeking to build a casino at or near Reston station, where the company has its headquarters.
On Thursday morning, FFXNow reported that Marsden confirmed that he would be adding language to his bill to expand the scope of the possible location for the casino to the abandoned Exclusive Automotive Group lot at 8546 Leesburg Pike near the Spring Hill Metro station in Tysons.
In a conversation with Patch on Friday, Marsden confirmed that he was going to update his bill as reported by FFXNow and that the Exclusive Automotive Group lot was the planned location for the casino.
Tysons Development LLC acquired the property from the Cherner Development Group in 2020 for more than $57 million. As reported by FFXNow, Tysons Development is a joint venture of the Clemente Development Company and Khaled Juffali Co.
Marsden admitted on the phone that earlier he had thought the location was to be the former Jim Koons Toyota dealership at 8610 Leesburg Pike owned by the Asbury Automotive Group of Duluth, Georgia, but that turned out not to be the case.
Even though Reston no longer appears to be a possible location for Comstock’s casino, some in Reston still oppose the idea of building one elsewhere in the county.
“Reston Citizens Association stands firmly with other Fairfax County citizens associations in opposing a casino,” RCA President Lynne Mulston said, in an email. “As a coalition partner to Citizens Opposed to Reston Casino, RCA committed to work with coalition partners towards the goal of killing the bill in Committee, regardless of casino location.”
Representatives of greater Tysons community also weighed in on the prospect of a casino coming to the area.
“While I support increasing local authority and revenue diversification, I have significant remaining questions about the revenue use and the selection of location and provider,” said Providence District Supervisor Dalia Palchik on Thursday. “The site selection should be done at the county level and I strongly oppose the General Assembly selecting a location. There should be a public and open process involving community input.”
At the January Board of Directors meeting of the McLean Citizen’s Association, the board voted overwhelming to send a strong message to Fairfax County’s representatives in Richmond that the group was against allowing casinos in the county and in particular Tysons Corner.
“I do not know of an instance where MCA has taken action before a report or bill was filed,” MCA President Linda Walsh told Patch in an email. “MCA’s strengths are the analytics performed and the weighing of the pros and cons before a Resolution is written and presented to the full Board for consideration. Our member’s strong opposition to a Casino in Fairfax County prompted us to take immediate action. “
SB 675 still has to make it through the legislative process and garner Gov. Glenn Youngkin’s signature before the Fairfax County Board of Supervisors would have the authority to add a referendum to a future ballot. None of those are a sure things.
Following its submission by Marsden on Wednesday, the bill was referred to the Senate General Laws and Technology Committee, which then passed it to the Gaming Subcommittee. The bill will be considered during the subcommittee’s Jan. 24 meeting.
“Should the Bill that Senator Marsden’s introduced pass, MCA will do a deep dive into the details and share that information with our community as well as work with surrounding Citizen’s Association to determine next steps,” Walsh said.
