Virginia legislature to consider casino vote for Petersburg – Richmond Times-Dispatch

Petersburg is back in the game for a casino.
More than two months after Richmond voters resoundingly rejected a proposal to build a casino there, Petersburg is trying again to replace the state capital as one of five Virginia cities that would be allowed to host a casino resort under a 2020 state law that legalized casino gaming.
The odds of success are much better this time because Sen. Louise Lucas, D-Portsmouth, now chair of the powerful Senate Finance & Appropriations Committee, is co-sponsoring legislation with Sen. Lashrecse Aird, D-Petersburg, to let Petersburg voters consider allowing a casino there. Last year, Lucas helped to block legislation proposed by then-Sen. Joe Morrissey, D-Petersburg, and Del. Kim Taylor, R-Dinwiddie, to replace Richmond with Petersburg as a potential casino site.

Aird defeated Morrissey in the Democratic primary for the Senate seat in June and now Taylor is deferring to her in the new push for assembly approval of a voter referendum on a casino.
“Petersburg citizens have overwhelmingly desired the opportunity to have a referendum to decide whether a casino should be allowed in Petersburg,” Aird said Tuesday.

Senate Bill 628 would give Petersburg the opportunity to hold a referendum to host a casino, along with Bristol, Danville, Portsmouth and Norfolk. Aird’s bill also would eliminate a provision that would give the Pamunkey Indian Tribe “preferred consideration” as an operator because Petersburg lies within the King William-based tribe’s historic territory.

The Pamunkey is the only Virginia tribe with federal tribal gaming rights. Norfolk selected the tribe to develop and operate the $500 million Headwaters Resort & Casino, which could break ground this spring.
“My legislation not only seeks to allow Petersburg a chance at earning the fifth license but also the final,” Aird said. “All licenses granted to date have been in regions desperately in need of an economic boon and the same would be true for Petersburg. I look forward to making the case as to why this is the right time to move this opportunity forward alongside Chairwoman Lucas.”

What the casino project would look like and who would operate it are not clear because Petersburg’s resolution to choose The Cordish Companies to develop a $1.4 billion casino resort along Interstate 95 at Wagner Road expired after last year.
“We don’t have any signed agreement with any casino operator,” Petersburg spokeswoman Joanne Williams said Tuesday. “Our focus is on a referendum so residents can vote.”
Petersburg selected Cordish, based in Baltimore, as its preferred casino operator in late 2022, a year after Richmond voters first rejected a $550 million casino resort proposed there. Two months later, the company unveiled a proposal for a $1.4 billion project to be built in phases over 15 years, with the first phase to include a casino, a 200-room hotel, dining options and retail businesses.
Cordish could not be reached for comment Tuesday about whether it remains interested in developing a casino project in Petersburg.
Aird made clear that if Petersburg is allowed to pursue a casino, she wants the process to be open, unlike the initial agreement with Cordish, which City Council approved after a closed-door meeting and no competitive bidding process.
“It is critical to me that we capitalize on this opportunity in a way that is prudent, transparent, and with the long-term interests of our community and our citizens at the forefront, and it is my understanding that the city is prepared to ensure the same throughout this process,” she said Tuesday.
