Leaders of the Menominee Indian Tribe of Wisconsin have shared additional details about a proposed casino they hope will be constructed on the west side of Kenosha in the coming years.

Members of the tribe’s gaming authority and legislature spoke with the Kenosha News on Wednesday about the proposed $360 million casino complex that, if fully developed, they said would include a hotel, restaurants and entertainment venue. The tribe is working with developer Hard Rock International on about 60 acres of land just west of Interstate 94.
“We feel the atmosphere is right for us to bring that project forward again,” said Joey Awonohopay, chairman of the Menominee Kenosha Gaming Authority and a tribal legislator. “We’re looking at an estimated 1,500 gaming devices and slot machines, 55 table games, a sports book. In that package, we’re looking at a 150-key hotel room with a hotel, a spa and several different restaurant options for people as they visit the facility.”
Tribal attorney John Wilhelmi said he hopes to have federal approval by the end of next year.
“You need two approvals. You need the federal approval and the governor’s approval. These intergovernmental agreements and local agreements all feed into that. So the goal would be to try to get federal approval by the end of 2024. The governor has a year, (but) he doesn’t have to take a year, to determine. Once the governor makes a decision, that’s the final approval. Then it’s an 18 to 24 month build.”
When questioned about whether the casino and entertainment venue will be constructed at the same time, Awonohopay said that’s the goal.
“That’s the plan, to build it all out immediately,” Awonohopay said. “Our intent is to secure funding to build it all out.”
Awonohopay said the tribe chose Kenosha because of its location on the Interstate 94 corridor, economic growth and proximity to Chicago. He also said Kenosha is “on the southern end of our ancestral land.”
“We have strong roots,” he said. “We’ve always been connected to the area here in Kenosha.”
Awonohopay also said he doesn’t believe the market is saturated even though there are casinos in the Chicago area and in Milwaukee.
“We are bringing something unique to the area,” he said. “The overall entertainment and the class that Hard Rock brings to the area is something that’s currently not here.”
Last month, both the Kenosha City Council and Kenosha County Board of Supervisors voted to postpone votes on their respective intergovernmental agreements with the Menominee Tribe. The City Council is set to revisit the matter on Jan. 3, and the County Board on Jan. 16.
Awonohopay said the tribal leadership is confident the intergovernmental agreement with the city will pass the City Council.
“We feel comfortable to some degree that we have support there. But each of those City Council members represents a different district. We hope we’ve answered the questions that they’ve asked, we hope we’ve provided them with the information they need to make a good informed decision,” Awonohopay said.
Gary Beshaw, vice chair of the Menominee Kenosha Gaming Authority, said Mayor John Antaramian “understands the benefits that this brings.”
“Not every big city in Wisconsin can have a Hard Rock,” he said.
Awonohopay said a County Board vote against the county intergovernmental agreement would not mean the end of the effort.
“We are not required to get county approval on the IGA. We are trying and attempting to get an IGA approved with the county so it benefits the services,” Awonohopay said. “Regardless, we’re going to help mitigate any cost that’s associated with our facility. But it would definitely help in a positive way if we could get the county on board. … But our hope for today and as we move into January, is to get that support from the county.”
Awonohopay said County Executive Samantha Kerkman has “been a strong supporter” and has “not held back in speaking out about what’s best for Kenosha County residents.”
Awonohopay said he believes some people opposed to the casino are engaging in “scare tactics and falsehoods.”
“Does Kenosha have a gambling problem right now from people going to the bars and playing slot machines in bars? Are people addicted to scratch-off tickets? The lottery?” he said.
Awonohopay said that if he lived in Kenosha he would support the effort.
“I absolutely would. I visited some of the Hard Rock establishments and have seen the high class of entertainment they bring. It’s not slots in a box. It’s an entertainment venue. Everything from the shows, the conference center, the restaurants that they provide. You know, it’s so much more than just a casino. It’s the entire entertainment package,” he added.
