Despite objections from residents, the Rockingham County Board of Commissioners voted unanimously to approve a rezoning request for a large tract of land along U.S. 220.
Residents, community members and officials packed the government center in Wentworth Monday night to offer their opposition to the rezoning request over concerns that the land might be used for a casino.
Commissioners insist that the land has long been identified as an area for growth, noting that the parcel has not been rezoned since 1988 and that taxpayers’ money has gone towards road, water and sewage upgrades in the area.
NC Development Holdings LLC presented the request to the county’s planning board on July 10 to rezone 192 acres in Huntsville from residential agriculture to highway commercial.
The company has not revealed plans for the site, as it is not required under a rezoning request. Commissioners noted that the current property owner is within their right to sell the land.
However, rumors have been circulating that the site will be used for a casino, as NC Development Holdings is connected to Baltimore’s Cordish Companies, which specializes in gaming, entertainment and casino projects.
At the same time, Republican lawmakers have drafted a bill that would allow a casino in Rockingham County, as well as casinos in Anson and Nash. In hopes to promote tourism in rural counties, the bill would legalize casinos outside of Native American land, which is currently the only place North Carolina permits casinos.
“When you go home tonight, nothing has changed,” Commissioner Mark Richardson told the audience. “There might be a change in the zoning, but as far as a casino and legality is concerned, nothing has changed.”
Residents oppose a possible casino for a number of reasons, including increased crime, gambling and traffic, as well as its proximity to Camp Carefree, a camp for children with chronic illnesses and special needs.
Senate President Pro Tempore Phil Berger told TBJ that a casino would bring in $6 million annually to Rockingham and generate more than 1,700 jobs.
Berger’s son, Kevin, is a county commissioner in Rockingham. He was one of the five commissioners to vote in favor of the rezoning on Monday night.
Carolina Public Press reported that eight lawmakers involved with the casino bill – including Berger – have received a total of $34,400 in campaign from executives at Cordish Companies, according to disclosures filed with the N.C. State Board of Elections and the Federal Election Commission.
Berger received $5,600 in November 2022 from Joseph Weinberg, CEO of Cordish Gaming Group and Cordish Global Cities Entertainment.
