Manhattan has long been the epicenter of New York City’s economy, driven by commercial office space, world-class shopping, entertainment, and tourism. As Manhattan goes, so does the rest of New York. More than 86% of the hotel room demand in New York City is in Manhattan. Nearly 6 in 10 tourism jobs in the city are located in Manhattan.
In the coming months, the New York State Gaming Commission will consider applications for three downstate gaming licenses. The State of New York would be wise to take advantage of the opportunity to site one facility in Manhattan. A Manhattan casino would draw the incremental tourists and visitors that Manhattan needs to further cement our city and state’s economic growth and prosperity. This is a once in a generation opportunity to bring a bold, forward-looking vision to our borough.

At its best, our borough operates as an all-encompassing destination for entertainment, retail, dining, hospitality, and work. Each of these pillars helps drive visitors and keep our local businesses running.
Siting a gaming resort in Manhattan will bring the most jobs, most revenue, and greatest economic impact for the city and state. Visitors would dine in local restaurants, take in local theater, and shop for clothes and accessories at local retail stores.
As president and CEO of the Manhattan Chamber of Commerce, I have seen our city’s resilience and resourcefulness firsthand. Manhattan lost more than 5,000 businesses from 2019 to 2021. However, this is not the first time Manhattan has faced obstacles. A key to renewing economic activity in Manhattan is through new revenue streams and workforce development strategies.
With an unemployment rate that continues to lag behind the state’s, New York City’s leisure and hospitality industry continues to add jobs, second only to the private education and health services sector, according to an April labor market report. A Manhattan gaming resort will only further leverage this economic growth opportunity to create the greatest impact.
A world-class gaming resort will lift surrounding businesses and communities while creating new tax revenue streams the city and state need. It will drive hundreds of millions in community benefits, career opportunities for marginalized communities, and greater infrastructure investment in parks, affordable housing, public safety, and public transit that would take years to deliver in New York City without a resort serving as the catalyst.
There are some basic tenets that we can all agree must come with a new resort in Manhattan.
First, it must be a world-class destination resort of the highest quality befitting New York. If that is achieved, our local businesses will see even greater tourism from across the region, the nation, and the world. The halo effect will be a huge boon for our businesses. It will maximize the convention and business opportunities that benefit all New Yorkers, and the property itself would become an international destination, propelling economic activity and development — an advantage no other location can claim.
A high-revenue resort of this caliber will come with thousands of job opportunities and new workforce development programs for Manhattanites. It will have the greatest impact on low-income families, people of color and underserved communities who will directly benefit from the new jobs, programs, and services the proceeds will fund. And it will be capable of leveraging previous infrastructure investments by being situated to optimize transit options to minimize traffic congestion and public disruption both during construction and operation.
Just as important is choosing a credible partner with a proven track record of delivering on its promises. That means selecting a gaming operator with a reputation and reach that goes far beyond simply local or regional gaming — but one that has demonstrated the ability to attract national and international tourists and has effectively partnered with local tourism officials to enhance opportunities for all so that everyone, businesses large and small, gets a bigger slice of the action.
It also means partnering with an environmentally conscious developer who has successfully built large-scale, mixed-use projects that fit seamlessly into the surrounding community with energy efficient building design that will reduce the overall environmental footprint, helping New York City to meet its resiliency and sustainability goals.
The process to site a gaming facility in the city will be a long, comprehensive, and collaborative one with extended community engagement. As the bidders embark on that journey, we should be welcoming them.
The benefits of a gaming facility are too great an opportunity for Manhattan — our businesses, our communities, and our people — to waste.
